FPSE Settings levels - please explain

Hi,
I'm new to FPSE, but not new to Emulators. I ask myself, what Layers of settings are there in FPSE, and how they interact.

Theres the root Level Settings from the start screen (let's call it Level 0).
Then there's the settings when a game is started (let's call it Level 1).

First on Level 0 the made choices don't seem to be saved properly - somehow only in a rare coincidence. Eventually keeping the Level 0 settings is also different from the option (Video settings seem to be be kept different than Gamepad settings?).

Then I wonder, if Level 1 settings are taken from Level 0 settings, or if there's certain presets downloaded with the game information...they're always different to Level 0 settings. I have to make them for every game individually, which sucks.

How can I make global settings that apply to all the Roms? Would be grateful, if someone could explain.

Btw. PPSSPP as Playstation Portable Emulator does it right: Global settings apply to all games - a copy of the settings is made and altered, if you want to change them individually. That would be the best case.
